If you have fire breath, it is a given that you are fire proof... like a dragon. If with your logic you have ice breath, you would get frost bite in and around your mouth and cheeks... not a pretty picture.

Make shelters with ice, make bridges with ice, makes shields / wall with ice, be able to freeze someone in part but not really harm them where fire would cause damage no matter what level you really used, oh and make beautiful ice statues or make it snow

Are you kidding? Ice breath is far more useful. Fire can only be used to create fire and destroy everything else. Have you cooked on an open flame>? you do it wrong it tastes like shit and why would you need to? we have cookers. Ice breath. Instantly chill drinks, cool down your house without ac, cool down your car, Make blocks of ice and sculpt shit, Freeze your enemies, go sledding/ice skating everywhere, stop fires, Fire is mainly used for destruction while Ice can be used for construction and creation. Ice > Fire
