the extra weight on your ankles would damage your joints. the weight on the shoulders would increase your strength over time.

extra weight on the ankles would improve how agile your feet are and I don't see how it would harm joints. weight on the shoulders would primary go through the back/spine which is already where lots of people have joint pain

I used to have to carry a 50 lb pack on road marches when I was in the Army. My legs, shoulders, and back got ripped. Ten pound weights on my feet would just make me more clumsy.
