I think having your pants up too high would be more uncomfortable. Of course one way around this would be to not wear pants any more. I'm game for that.
I'm going with JForrestQ on this one for sure. Even if they fall down because they're too low, then all I've gained are the many bonuses of not wearing pants at all.

They don't necessarily fall down if they hang low either. A belt, or just proper sized pants works fine.
