You could split them up into 2 pairs and make two different "The Shining" references AT THE SAME TIME. How cool would that be. It wouldn't be the same if each pair looked different, let's be honest here.
4 kids is 4 kids. At least with 4 the same age, schools may give you a discount by enrolling them all in the same place :D And the badassery... oh the badassery, especially if identical quadruplets.
With two sets of twins, there would be less sibling rivalry. Quadruplets would constantly fight for the number one spot. And... each twin having only one other person that they could share everything with... how awesome would that be?
