One word: Virtualbox.
You can vitrualize ALL OSes on a Mac, but you can't run Mac OS on Windows, so I have to go with Mac.
Also, for the record, I prefer Linux :)
Actually, you can most certainly virtualize OSX on Windows. I've done it a few times with VMware Workstation. Macs are x86 PCs just like Windows boxes. There are no real technical differences between them.
