    If it's an evil lair it needs to be hidden. Helicopters can fly by cliffs. Plus, the sharks with laser beams attached to their heads could protect my lair

      Projects it says IN the side of a cliff not on it so it's hidden too. Plus I don't know of submarines or divers swimming around in the rock material of a cliff that could find it all

    think of the view, plus your lair wouldn't need to replenish on oxygen and supplies every so often, if it was in a cliff you could just have a constant supply going

      A submarine constantly recycles its air. A sub can remain underwater indefinitely. It's only limitation is food. Same would go for underwater lair.

      Have a greenhouse in your underwater lair, the plants will give water. But use plants that need little sunlight.

    Easy to find a lair in a cliff? Answer me this. Who's the hide and seek champion from 2001 to 2011? tzk132's point convinced me. Though it sounds cool to have an underwater lair, you'd need to stock up on oxygen, and I think it's pretty easy to track people who once in a while orders large amounts of oxygentanks.

    Under water lair: only simple defenses such as sea mines and auto turrets within base (if you have henchman than subs and patrol boats.) Cliff side lair: anti air weapons, artillery, anti sea weapons, anti armor weapons (tanks), tanks planes, land mines, and auto turrets. Oh, and who said this cliff isn't next to the ocean ;p ( subs , sea mines, patrol boats).

    both a really bad choices! underwater costs alot to maintain and when the good guy bursts in you got sharks ready to come in, on the side of a cliff all the good guy needs to do is fuck with the supports and you're screwed

    People keep saying in the comments, you need to refill your oxygen supplies. I think since you somehow already have a LAIR underwater, then I assume you can have a constant oxygen supply
